For a service that is supposed to help struggling businesses after the hurricane with a grant they failed. They make you jump through hoops to get them information they require (not to mention the large amount of time it takes to put the paperwork together), have phone calls that almost guarantee they will help you and then deny your claim for a requirement that was never listed or explained.
