There was a wait because one of the chargers was broken.
After 2 dozen visits to a total of four different EA charging stations, I can report that they have proven mostly dependable. Every now and then, one of the stations will fail to initiate a charge. After switching to a charger that worked, I called it in the first time it happened to let HQ know about the problem.
