Guy I spoke with was less then helpful and seemed happy that I had filed a proposal in the past, he giggled when I told him I have then said nope in 7 years you might be able to get help. Not how you talk or treat people, this is also a question you should be asking FIRST not the last step of the process ? Way to waste my time
