Just finally got brief cell service on Hawaii island after being without power, water, internet, etc. For going on a week in the aftermath of hurricane Lala. Tried to call to pay my bill over the phone (which I have had to do half a dozen times in the past 10 years and just did without issue last month after switching the utilities back into my name and paying a tenants outstanding bill as well as my own for the month.
