I am writing to express my profound disappointment and concern regarding the Animal Hearing Panel's decision in Case No. 2021-15 concerning the dog 'Charlie' (also known as 'Shadow'), owned by Mr. Anthony Coles and Mr. Marco Baker. The hearing, which I attended as the injured party, was held on August 18, 2021. Despite clear evidence presented, the Panel concluded that Charlie was a 'dangerous' dog under BCHC §10-702(a)(1), but explicitly denied deeming him 'vicious' under BCHC § 10-703(b). The staff especially the city reviewers are very incompetent. They didn’t review our plans until March 2025 and it was submitted Jan 5th 2025. If you want to start a business in Baltimore , think before deciding to waste time and money here
