Had a vagrant sitting in front of my balcony screaming at someone on her phone (heard her from inside my apartment). Previously contacted office about vagrants and suspicious persons, office stated to continue to contact them. Contacted them regarding the homeless person sitting in front of my apartment screaming on her phone. Office stated there's nothing they could do as the person was not in violation of community rules.
