It's a parking garage and it worked well for us.
I’d park here again - take a ticket on your entrance and pay on your way out. There is a person on the second level in the office on the second level most hours of the day (I don’t think 24 hours). There are several names for the garages in the same parking structure (Ritz East, Autopark at Olde City) - all run by the Philadelphia parking Authority (POA). Prepaid for this garage for 48 hours and entered my license plate. The gate opened for me when I got there, and it opened for me when I left! No need to talk to anybody or scan any codes. Also, my car battery died, and I couldn't close my trunk manually. My car was in this garage for 48 hours with the trunk open and nobody took anything from my car or messed with it.
Workers don't have to how to their job. Work honor their passes. Act like jpass and their policies are different. Each worker does what they want
