Been coming down to Philly for work over the last year. So far out of the dozen cheesesteaks I've tried Tony's if my favorite. I know this is a contentious issues so I refrain from saying the best. But it's damn good! Also, not sure if this is a philly thing but I loved the horseradish sauce with the onion rings.
