It's very hard to reach anybody by phone. Phone calls are really returned in the proper time limit, and every week they have a new rule they tried to put into effect

I am a landlord with 2 properties rented to Ansonia Housing Authority and today (9/21/2018) at 10:35 am, it is the second time calling them to request to be paid the month of September, and nobody from the office answered. Today I was so lucky that I got the answering services during business hours, and the person who answered the phone, did not understand what I was looking for, and she discriminated me for my accent after I spelled my property address several times.Please advise.
