We booked this hotel because of the 4.4 star rating, without actually reading the reviews. If you read the reviews it quickly becomes clear that this was a well cared-for property in the recent past. But now it is very run down and dirty. It also appears to have a lot of permanent (or long-term) residents. It seriously had a vibe like I was wandering into someone else's neighborhood.
