we literally tried EVERY small car dealership in Blaine, Anoka and Elk River, this was our last stop. I was looking for something cheap for a new driver (around $2,000-$3,000). We stopped here and the first car I seen in my price range I was interested in, we got the keys , but could not turn it in the ignition, Aaron could not turn it either, another guy came out and was able to turn the key and said "you have to play with the steering wheel".
