edit: I did not say someone made a mistake in installation, I simply said the rack was slightly off center. No, a rack that is slightly off center is not a failure in installation either, and is indeed a part of a proper alignment if it is required. No different than removing the steering wheel or disconnecting the column at the steering gearbox on older vehicles to recenter it.
