Absolutely do NOT recommend. There was persistent marijuana smoke entering my unit through both the window and bathroom vent. It was strong enough to wake me up in the middle of the night. I reported it repeatedly. Management acknowledged the issue and promised action, but there was never a meaningful resolution and they denied early termination. I've been living here for 4 mos and this place is what I've been looking for. Again fair price for an apartment with this quality and at this location... I probably couldn't speak for everyone who lives here but I personally feel pretty safe and our property manager Jessie is quite responsive when I have questions. So far I've only experienced one elevator maintenance outage (which lasted for about half a day) and aside from that I don't notice any problems.

I have been living here for four weeks, and this has been one of the worst rental experiences I have had. Since moving in, I have experienced ongoing and severe noise from the unit above. Every night around 1 a.m. and again around 5 a.m., I am woken up by continuous footsteps, which often last for hours (most of the time from 4 a.m. until around 7 a.m.). I had a very frustrating experience at Baxter Apartments. I initially lived in Unit 120, where the biggest issue was the noise from the upstairs neighbor. The building structure seems to amplify sound — footsteps, floor creaking, and even coughing were clearly audible, often late at night or as early as 4 AM, which frequently woke me up.
