I've been observing for the past few years that when an outage occurs, its seems the same houses are being "blacked out". Case in point, to my north side of my residence there are high scale homes and to my south, there are lower scales homes. During the hurricane outage and now this recent ice outage, guess who were out of electricity and who weren't? They originally told us 15 minutes every four hours.
