Slum Lord. Run the other way! Wouldn't address any issues with his rentals, always had an excuse IF you could get him on the phone. Property I'm familiar with had roaches which he wouldn't spray for, exposed and open piping outside which ran dish, shower, and bath water outside behind the house, and a pitch black back yard that he wouldn't install a security light for.
