UPDATE: this management company now refuses to speak to my landlord over legitimate noise complaints. They have told me to just called the police after being told the police will not do anything. Their refusal to issue any notices or anything violates my right to quiet enjoyment, which is state law. Their job is to make sure landlords are following state and local laws to ensure all tenants are protected.
