This general law practice began on October 1, 1979 in a small one-room office in the Brown County Professional Building. While serving as Chief Deputy Prosecutor from 1979-1990, Tom's practice was limited to a part-time operation, handling only civil cases. In 1989 Tom purchased the Old Kelp House on the corner of Main and Jefferson Streets, just a block from the courthouse, and moved the practice there.
