you can't make up my experience @ The Sequoias! Maintenance man above me was enabled by mgr/senior regional mgr in harassing me with profound nuisance noise using his floors as a workshop due to failing health. He stopped using the bldg workshop in pkg garage at his convenience instead using a stool on his apt floors banging and pounding/running shop equipment.
