The Rocks Apartment has been a terrible experience on my end. For starters, they told us when starting signing that the utility will be "at the most $45 a month" but shortly after living there we were hit with bills around $100 a month. Not to mention the service there. It is one of the worst services I have ever received. With no help and very stubborn employees, whenever there is an issue it would always get resolved in favor of the leasing office.
