I would leave no stars if it were an option. If you call hoping to speak to anyone, it won't happen they play games with the phone and will either hang up on you or leave you to hold for periods over 45mins long. If you go up in person, most of the personal are rude and you will expect to wait long as well! Plan a half of your day to deal with these people.
TPS: More concerned with the name of a school than if it's failing or not!
