After Hurricane Rita, I hired Terrell's Tree Services to cut up the fallen trees on my property. I told them that the limbs had to be cut 4' or less for the city to pick them up. They agreed. I wasn't there when they did the work, but returned after they had left to find that many of the limb were up to 7' long. I called and said, "We agreed that the limbs had to be cut to 4' or shorter."
