You definitely get what you pay for. Great location, low rent for the area.. But that's because it's the ghetto of Vinings. Not bad residents, just poor management.
If you can afford to live somewhere else, do so.
Don't know if its changed since 2010 but that place is a dump. Lived in the same apt and they never once cleaned the carpet when I renewed or gave new blinds. The worst!
