Purchased vehicle January 5th first they endorsed check incorrectly bank kicked it back called and explained what happened have heard nothing now February 20th temporary tag expired while tag office is saying they still have me listed as temporary owner

I just want my title. The owner gives me more excuses that I have heard in all my life.
