By getting a better apartment management company. I lived there 30 yrs ago and now you have become the slumlords of State College. Poor communication to the tenants, nothing in writing - no paper trail. Watch out they will raise your rent and not tell you! Then charge predatory fees on the few bucks they raised the rent with no recourse and no one is willing to work with anyone to work out issues.
