Absolutely unethical. I brought my car in for a smog test and told the owner beforehand that my check engine light was on after some recent repairs. What I didn’t know—but any licensed smog tech absolutely does—is that a check engine light is an automatic fail in California. He ran the test anyway, knowing it would fail, just so he could charge me $80 for a “free” retest as opposed to the original $60.
