Security 101, either entitled, stupid, or just does not care. I think option 1 and 3 but have to give them benefit of the doubt incase they are stupid. Thursday evening on the wonderful commute home, I look in my rear view and see a full size van flying past me doing 30 MPH on the shoulder of I-15 northbound at 4500S. If I would have seen them earlier I would have merged them into the wall.
