Established in 1938, the Portsmouth Metropolitan Housing Authority was created by a group of concerned Portsmouth, Ohio, residents who came together to address the lack of adequate housing caused by the devastating winter floods of 1937. With cooperation from city officials and financial support from the federal government, the PMHA first opened its residential doors to the public in 1941, providing decent, safe and sanitary housing to people on limited incomes.
