if a patient is late for their appointment then they need to wait until a doctor can see them rather than being moved to the front of the line. I've been waiting for 1 1/2 hours, out in the cold, for a patient whose appointment was at noon, which we arrived 15 minutes early for, and he hasn't even seen the doctor yet because late comers are being put ahead of him.
