Apparently it is refuse as in they have refused to pick up some of my garbage because it smells bad. Can you believe that garbage might have an unpleasant odor? It is getting more unpleasant as we speak since it is in a black can with the lid on it. The driver stated he thought there was a dead animal inside the can.
