I use HEAP, HEAP requires you be at a certain level of fuel to obtain your voucher for fuel. Basically you have to be running on fumes before they release funds. I have gotten my voucher, my fuel is paid for, they know I am out, knew I was close to oit three days ago but they won't deliver until next week. Now if I state it is an emergency I get charged, $100 for delivery, if I run out I get charged a line check fee of $80.
