The tenants of Raymond Manor have not been able to safely enter and leave the building in about 6 months. The building is so dilapidated that they now are installing a new foundation. The ramp to the front door which was completed a week ago did not pass inspection and is now torn down once again. Tenants can hear dogs barking and people shouting from apartments 2 and 3 doors down from them. No one seems to be cleaning the hallways and dogs are urinating all over the carpets. This is not a nice place to live.
