Rented several years ago. Swamp cooler broke and they refused to replace or repair it saying “that’s just how swamp coolers work.” When the owner returned and moved back in (they pushed me out without admitting they were just trying to get the original owner back in the place) I moved to an apartment right behind in another complex and 1) my swamp cooler in the new place worked perfectly fine and 2) the first thing the owner did was replace the air conditioner.
