my HOA hired Premier to do painting of wood primarily fences. Zero preparation work was done on my fence that was covered with mud and dirt and loose paint. Simple prep would have been to pressure wash it and knock off the loose paint. Nothing was done other than spray directly over the mud, dirt and chipping paint.
