Joe Frasca illegally entered into a collections process against me after 4 out of 6 payments were made according to a contractual agreement we had in writing for HOA dues. My HOA board was not aware of these payments and was manipulated by Joe Frasca into entering collections with only $100 in payments remaining. I had expressed financial hardship to Joe, who laughed at my situation prior to adding $300 in attorney fees by taking me to collections for no logical reason.
