Rude, hung up on me when I tried to make a simple appointment
The officials are not clear with the J2 visa type. Even after furnishing all other documents they are stuck to an expired visa which is otherwise needed for entry to American territory from other places. DS2019 gives us the right to stay and Work permit (issued after scrutiny of the federal government) should have been enough to open a check-in account.
