They have changed from being low-income to wanting to charge the average rent in Missoula (which is about $1500, if you didn't know). They are incrementally pricing everyone out so that they can 'renovate' the apartments and then charge money that they aren't worth. Don't be fooled, they are liars and MHA is a greedy association of jerks.
