The pagoda is open on Friday nights 7pm-11pm. The food is some pretty yummie soul food. The person who takes your order stands behind the bar. After you order and get your food, I suggest going to the 2nd floor and eating. The view is really pretty. I personally will be trying to go closer to 6pm to see the sunset.
