Saw a woman a few months ago on a Wednesday morning early shooting some sort of drug into a man's arm with a syringe; he had a band wrapped around his arm tightly and he started convulsions. This was as children were walking by going to school/catching bus to school. Two USELESS Windsor Police officers walking by on the opposite side of the street looked and kept walking.
