It's way up on a hill and not very accessible. If you're in a wheelchair and low income, you cannot afford the transportation which is hundreds of dollars if you have to get to a DMV, SS office, etc. NO free or affordable transportation out. So it can be a prison, in effect. (This is typical of nursing homes- they are not required to provide non- medical transportion) No close public transportation.
