Poor Management. Management changes procedures once a month to fit their egoistic agenda. This is not a review to bash the company. I worked there for 2.5 years, along with the individual, Manny (one of the reviewers). There is no concrete procedure; they seem to cause friction with contractors if nobody talks to them.
