If I could give her a negative star I would. Heather Pica, the owner of New Image Permanent Cosmetics. I am sure at one time or another she earned her positive reviews. But my experience with her was less then mediocre. She gave me a package deal because I had multiple things done and charged me all up front. Then after I paid stated she could not finish my work.
