To put it simply, they're slumlords. Through and through. We have a moldy hole in our ceiling that's been there since before we moved in, and nothing. Before we moved in, they had painted over it, and said the black stuff was "tar". It's black mold. And the paint layer fell off at the first big rain. My mom and I both have chronic illnesses, and should not be around black mold, but we cannot afford to move. They refuse to fix it, and have continued to refuse for 4 years.
