I am a new casting agent in Boston (from the LA market), I have been really happy with Model Club and Maggie Modeling. They both have their models have cards that really represent them, return my calls....and recently in a crunch where I needed some senior citizens, the staff of Model Club actually went out and scouted.They have some great young actors too, they are actually having major parts in film!
