Dr. Minor gave recommendations which where followed to the letter. When she didn't like the results of the referral she went back and changed her recommendations, even stating that she was changing her recommendation because she disagreed. Why refer to another clinicians you aren't going to follow their recommendations? That is not quality care, not the sign of a psychologist that cares about their patients.
