Only open on weekends
I love this pool but having it open for 4 hours each weekend day during the hot summer is the most ridiculous reason to bother to keep up maintenance with it. This needs to be open to it's residents during the week as well! If that's too much, fill it in like you did the other pool and scrap the whole idea. Use the HOA funds for something more useful like a playground upgrade!
