Frank's company was in charge of recommending appropriate flooring options for a condominium on Kiawah Island, as requested by the Regime. Frank's recommendation was to remove a glue down engineered hardwood floor (because it isnt a permeable surface) and replace it with a "permeable" bamboo engineered floor over 3/4 subfloor with ZERO UNDERLAYMENT.
