I made an appointment for my 19 year old son to have a free tire rotation and I couldn't go with him but he stayed on the phone with me the entire time and the employees were honest and explained why they didn't feel comfortable rotating his very worn down tires. They explained in detail why bald tires were dangerous especially going into the wet winter months and recommended he replace them.
