My son committed suicide under their care, and they refused to release medical records. All other institutions, including UT Health/Texas Children's Hospital/Oak Bend Hospital released records as soon as I produced his death certificate. I had to use legal process to force them to have it released after 1.5 years of his death. And they charged me $0.25 per page in the end.
