I live here. CHIP is horrible. Like slum lord's. We've had drugs, problem tenants, noise problems and they won't fix things in a timely manner. often taking a month to repair things. gossip running rampant. They violate California law. They don't want to spend the money. also dead rats in walls and there is mold in walls, on ceilings, around windows.
