Cynthia is very knowledgeable in her field of notary. I have spoke with 3 notaries from Killeen to Austin about a foreign citizenship application and 2 passport photos being notarized and all 3 had no clue how to handle my request. One said go to the county clerk even though the list of authorized folks did not list a county clerk as authorized.
